Blaengwawr Allotments Aberaman North

Tenants of Blaengwawr Allotments have informed us that the perimeter fence from the old Ynys Allotments would be erected at the Blaengwawr Allotments site that borders the busy A4059 the Aberdare bypass.

Tenants were informed this work would start on 28 January 2014, no work has started on the site and it’s been over 5 months since the start date.

Rhondda Cynon Taf Council informed the tenants that the contractor BAM Nuttall Ltd would be doing the fencing.

RCTC please can you confirm a new start date when contractors be on site to erect the fence?

Just to update, Contractors have started work erecting the fencing panels on the allotments.

AberdareOnline were asked by Ynysllwyd allotments tenants to contact Rhondda Cynon Taf Council about erecting fence panels on the boundary of the busy A4059 as numerous requests to the appropriate department at RCTC failed to acknowledge the requests.

 

Allotments tenants informed me that local councilor who lived almost next to the allotment said he requested that all fence panels from the Ynys were to be used at Ynysllwyd and Aberaman allotments. The tenants also informed me that not all the panels from the Ynys allotments were delivered to Ynysllwyd allotments a number went missing.

 

After numerous emails to RCTC by AberdareOnline the fence was erected at Ynysllwyd allotments and the Ynysllwyd tenants said there were a number of panels left for Aberaman allotments. The leftover panels were left on Ynysllwyd site for a number of months when Ynysllwyd tenants informed me the excess panels were taken over the Rhondda not to the Aberaman allotments.

 

An Aberaman allotment tenant also explained to me today 7 April 2016 how disappointed he was with the council after a person responsible for allotments from RCTC said he didn’t care about Aberaman allotments. The fence for Aberaman allotments was also reported at a PACT meeting back in 2014 to local councilor and PCSO officer

The Chief Executive has asked me to follow this up for you.

 

Sorry if there has been a lack of communication with you but the perimeter fence from the Ynys is insufficient in quantity to fence in the Blaengwawr Allotments site that borders the A4059 Aberdare bypass, therefore additional fencing from the former hydroslde perimeter has been salvaged to extend the fence as much as possible.

 

I have arranged for a meeting between the contractors who will erect the fence & Council staff on Wed 20th August at Ynysllwyd allotments to agree a start date, following this meeting I have asked Simon Mantle who is our project manager, to let you know what the programme is.

 

Hopefully, the commencement should not be soon after this meeting, but Simon will confirm this to you following the meeting.

With reference to the above I was requested to contact Simon Mantle by the tenants of the above allotments, as Simon was the person who met the tenants on site with regard to the erection of boundary fence adjacent to the A4059.

The question I have been asked to convey to you is when will the fence be completed? The contractors you employed said they would be back to complete the work but fence remains incomplete with fence panels left within the allotments unused.

 

There have been a number of sheds broken into and tools stolen this has been reported to the police. All the tenants want is the fence to be completed as promised by the council a number of times.

 

Please can you advise when the fence will be completed?

Further to your email regarding the fencing at Ynysllwyd allotments. I understand that, as part of the lead up to the new school project, it was agreed by the officers involved, to utilise the palisade fencing from around the Ynys allotments to improve the fencing of Ynysllwyd allotments where it borders the A4059. Unfortunately it appears that a number of posts were damaged in the dismantling of the fence which resulted in a shortfall in the materials to complete the work at the time. Now that the issue has been brought to my attention I have asked the Parks Officer who looks after allotments to cost up the materials needed to complete the work. As the fence panels are in still in storage and provided the costs are not prohibitive I expect to give the go ahead to complete the work in the near future. Once I have the costs I will advise accordingly.
