Labour proposals for Mountain Ash back in 1994 it didn't happen so whats new.

HIGHWAYS ACT 1980
The Mid Glamorgan County Council (Mountain Ash By Pass
Southern Cross Valley Link-Stage 1) (Route A4059 Abercynon (A470) to Penderyn Road) Side Roads Order 1994.
Notice is hereby given that the Mid Glamorgan County Council
have made and are about to submit to the Secretary of State for
Wales for confirmation an Order under sections 14 and 125 of the
Highways Act 1980 authorising the Council:
(a) To improve lengths of:
(i) Route A4059 (New Road), Newtown, Mountain Ash;
(ii) Cardiff Road, Newtown, Mountain Ash.
(b) To stop up lengths of:
(i) Cardiff Road, Newtown, Mountain Ash.
(c) To construct new highways, generally to take the place of those highways to be stopped up.
(d) To stop up lengths of private means of access to:
(i) Coal Yard, Newtown, Mountain Ash;
(ii) Northern end of former Cwm Cynon Colliery Site,
Newtown, Mountain Ash.
(e) To provide where appropriate new means of access.
all on or in the vicinity of the route of the classified road which the
Council are proposing to construct from a new junction with route
A40S9 (New Road) on the south-west of Newtown Primary School in a south-westerly directly to terminate at a point north-east of a proposed bridge over the Afan Cynon, Newtown, Mountain Ash.
Copies of the order and of the plans may be inspected free of
charge at all reasonable hours from 21st November 1994 until 6th
January 1995 at the offices of (1) the undersigned Mid Glamorgan
County Hall, Cathays Park, Cardiff CF1 3NE; (ii) Cynon Valley
Borough Council, Rock Grounds, High Street, Aberdare and (iii)
Welsh Office, Legal Group, Cathays Park, Cardiff CF1 3NQ.
Any person may, not later than 6th January 1995, object to the confirmation of the Order by notice to the Secretary of State, Welsh
Office, Legal Group, Cathays Park, Cardiff CF1 3NQ, stating the
grounds of the objection.
