Concern over the cost of cuts to services

There is concern over the cost of cuts to services, Rhondda Cynon Taf council has proposed the introduction of pitch charges for the council’s 26 bowling greens, 15 cricket grounds, 38 rugby fields and 67 football pitches.
We understand money is in short supply but the leader of RCTC is constantly saying he wants to make savings.
Marking out football pitches I don’t know how much it costs but is there a saving to be made?
Today walking past Mike’s field Aberaman two Rhondda Cynon Taf Council operatives and RCTC pickup truck, one man working marking out field other man walking around puffing on e cigarette is that cost effective?
They had one line machine between them! Would it be more cost effective if they had two line machines then the two of them can work instead of one watching the other?
I am aware it is a small saving in the big picture but as Tesco say every little helps.
