Aberaman One Stop store using public highway for storage

The new One Stop store at 25-28 Lewis Street, Aberaman, Aberdare, CF44 6PY seems to constantly use the public highway to store its discarded rubbish.

Has no provision been made in its own premises to hold rubbish until collected by RCTC do they not care about the appearance and safety of the local community.

I think the short answer is no. I know that when Onestop / Tesco's purchased the lease they did NOT get any of the shuttered storage area. I've been inside the back area (my club backing onto the shop) just before it was finished and there are a couple of storage spaces (big cupboards) for stock, a small staff room and wc's and that's it. Arguably it's an appearance issue (a biffa bin would be better) over safety (it's not more dangerous than a parked car on the highway). When in doubt (and as one should always do) ask NOT not on a forum but speak to the owner or, in this case, the manager Steve.
