One councillor is plenty to represent any ward.
They get paid a full time job wage so why can't they do a full time job as a representative. ?
Councils are always crying poor so why would they waste money by having two people to do a one man job ?
Depends how big the ward is, of course. At one time, we had a massive ward with six councillors (Hirwaun, Penywaun, Llwydcoed, etc)
Two Councillors would or should compete against eachother so as to get the best deal for their Ward council Tax payer. Stiff competition would overall benefit everyone complacency should then go out the window.
