Objection to the Planning Application for a 90m Emissions stack, Hirwaun Industrial Estate

We, the undersigned object to the planning application for a 90m Emissions Stack as part of a waste gasification plant "Enviroparks" on Hirwaun Industrial Estate, Rhondda Cynon Taf, South Wales.

The proposed development for a 90m Emissions Stack would have an adverse effect on the character and appearance of an area which is starting to recover from its previous industrial heritage. The area is now being re-developed and regenerated for Tourism, with the inclusion of 'Zip World' and various other similar planning projects in the pipeline. Local businesses are already investing in the area to provide employment and much needed income into the economy. The inclusion of this plant with a 90m Stack would impact on these developments.

The Stack would have a harmful effect on this Special Landscape Area being visible from existing National viewing points such as Rhigos Mountain and also Pen Y Fan and other parts of the Brecon Beacon National Park (BBNP). This would adversely affect any existing and proposed Tourism Industry in the area and have a detrimental impact on peoples’ enjoyment of the qualities the environment provides. 

The close proximity to a large part of the Cynon Valley water source at Penderyn Reservoir and 3 local primary schools is also a concern along with the increased traffic pollution from the HGV's delivering waste to feed the stack.

Originally the planning permission granted by RCT was for a 45m Emissions Stack and was actually within the boundary of BBNP. However the developer also needed to obtain environmental permits to operate the plant (EPR) due to its close proximity to Special Areas of Conservation (SAC).

As a result they altered the site plans to move the Stack to within the RCT boundary and are now applying for planning permission for a Stack twice the height as they claim this will disperse the harmful emissions further away from these specific SACs. However this does not make the emissions disappear and now it will also potentially affect other areas further away and  encroach more into the BBNP.  There is also concern for when the wind changes direction, when there is no wind and the effect of various other topographical features of the area.
