HIGHWAYS, TRANSPORTATION AND STRATEGIC PROJECTS – SUPPLEMENTARY CAPITAL PROGRAMME

The Phase 1 repairs to Aberaman Bridge were successfully completed in 2016/17 with the Phase 2 works now scheduled to commence in May 2018. £0.287M of the previously approved budget of £0.781M will be expended in 2018/19.

The Heol Gwrangron Bridge which supports the C181 in Rhigos, an essential link for school transport, has been identified to require strengthening. A reduction of the carriageway to one lane has been put in place over the bridge to minimise loading and repairs are required to reinstate the full use of the carriageway. A sum of £0.487M was allocated in 2017 which will slip into 2018/19. Works to the value of £0.230M will be carried out during 2018/19.

Land Drainage/Flood Risk Improvements

The Capital Land Drainage Programme supports works on land drainage and flood alleviation schemes, which are of such scale that their cost places them outside the framework of routine maintenance that is supported by the revenue programme.

With regard to land drainage (Flood Alleviation) schemes, the Council is frequently able to benefit from Welsh Government grant support (85%) as the Land Drainage Authority under Section 59 of the Land Drainage Act 1991. In support of this process, the land drainage capital programme identifies a number of project appraisals targeted at attracting external funding support. These appraisals will be carried out on a rolling 3-year programme with 1-2 completed per year.

Progression of schemes will be dependent on the successful application for grant following the project appraisal process and through attracting other third-party contributions. An allowance has been made within the drainage improvements programme for progression of such schemes in order to provide the required match funding.

1. Mountain Ash Cross Valley Link - £5.050M Good progress is being made in respect of this project which has now been allocated over £9.418M including Local Transport Fund Grant from Welsh Government. A further bid for £1.5M in 2018/19 has been submitted. Planning consent has been secured for this project and Welsh Ministers have granted the Council authority to confirm the Compulsory Purchase Order process for land acquisition. Works to the Cardiff Road junction, demolition of Miskin Cottages and construction of replacement garages have all been completed. The A4059 junction works are ongoing and are scheduled for completion in spring 2018. A design and build contractor (Walters Sisk) is currently concluding detailed design of the bridge link with construction anticipated to commence during the first half of the 2018/19 financial year

Abercynon Park and Ride, which is now experiencing heavy demand, has already benefited from some minor improvements in 2017/18 with the creation of additional 11 spaces. With an RCT investment of £0.4M as match funding for a £1.5M bid to WG for LTF funding, Phase 2 has the potential to accommodate in excess of 300 parking spaces. This follows grant-funded feasibility and ground investigation works undertaken in 2017/18.
